Please join us for the HIMSS National Capital Area (NCA) March Program. Mr. Jonathan French

Senior Director for Public Policy and Content Development

As Senior Director for Public Policy and Content Development at HIMSS, Mr. French serves as the HIMSS subject matter expert lead on regulatory policy associated with federal clinical quality reporting programs and the impact of public policy on clinical care quality. Mr. French is recognized as a global subject matter expert on model practices for leveraging technology to drive improvements in healthcare outcomes, covering topics including risk stratification, clinical decision support, clinical analytics, digital health, and clinical quality measurement, serving on the Battell Partnership for Quality Measurement Pre-Rulemaking Measure Review Advisory Group.

Since 2012, Mr. French has also directed the HIMSS Davies Award program. Since 1994, the prestigious Nicholas E. Davies Award of Excellence recognizes the thoughtful application of information and technology to improve health care delivery processes and patient outcomes. Under Mr. French’s leadership, the Davies Award program has highlighted over 50 exemplary organizations and generated over 100 evidence-based case studies that serve as replicable model practices for using IT to enable quality improvement.

Mr. French is a graduate of Emory & Henry College and has held a Certified Professional in Healthcare Information and Management Systems (CPHIMSSM) credential since 2018.

Mr. Luis Belen

Chief Executive Officer

National Health IT Collaborative for the Underserved 

Luis Belén is a health and health policy executive leader with experience catalyzing change at the highest levels of government and industry by building coalitions, influencing policy, supporting entrepreneurship and implementing solutions at the intersection of technology and health equity.

Belen is the Executive Director of The National HIT Collaborative for the Underserved, Inc. (NHIT®), a 501(c)3 non-profit organization, established in 2008 by the Federal Government. NHIT is the nation’s pre-eminent organization focused on achieving health equity and build thriving communities through catalyzing the development and use of health information technology through the organization’s five pillars: Workforce, Innovation, Policy, Research, and Community. 

He is responsible for leading the NHIT Care Campaign® in Puerto Rico and the U.S. Virgin Islands, stakeholder engagement efforts with the White House, Department of Health and Human Services’ (HHS), Capitol Hill, public/private/community organizations; NHIT’s national initiatives, and key convening’s such as the Annual Conference, Wall Street Summit, and Congressional Briefings. 

Belen obtained his Bachelor of Arts degree from New York University in New York, NY and attended the A Better Chance program.

 

 

 

 

Dr. Francis L. McVeigh

Director of Readiness and Operational Army Virtual Health

US Army Office of the Surgeon General

Dr. Francis L. McVeigh retired from the US Army in January 2008, as a Colonel after 30 plus years. While on active duty, he received multiple awards including the Legion of Merit, the Expert Field Medical Badge, Carmack Medal and the Distinguished Honor Graduate of the AMEDD Advanced Course. 

When he joined the Army in 1975, he was assigned as Clearing Platoon Leader, 15th Medical Battalion, 1st Cavalry Division, III Corps with follow on assignments of Assistant S-3 and S-1. He was then assigned to Darnall Army Hospital and served as an administrator. Dr. McVeigh served as the Chief of the Optometry Sections at the Wurzburg Hospital, Germany; Pentagon Clinic, Washington DC; 121st Hospital, Korea; and the Walter Reed Army Medical Center (WRAMC), Washington DC. He joined the Telemedicine and Advanced Technology Research Center (TATRC) in February 2008.  While at TATRC he served in several different positions: Senior Clinical Consultant, Telemedicine Lead, Program Manager, Health Information Technology Lead, Chief Scientist, Science Director, and as the Lead for the Virtual Health Support Office. 

As the Senior Clinical Consultant he managed millions of dollars’ worth of eye/vision research and served as the grant and contract officer representative for eye/vision grants and telehealth contracts. His efforts helped obtain research funding that exceeded 30 million dollars. He has published in refereed journals and given countless presentations internationally, nationally and locally and has maintained his clinical credentials. 

 Dr. McVeigh, became the Director of Army’s Virtual Health Office, Office of the Surgeon General, in June 2019.  In this position he focuses on the Total Army Force’s operational readiness needs that can be best supported and enhanced with virtual health capabilities, training, guidance, and support.  
 Dr. McVeigh, O.D., received his B.S. from the University of Vermont, an M.S. from Pacific College of Optometry and one from the US Army War College, a Doctorate of Optometry from the University Of Houston College Of Optometry and has completed the American Medical Information Association’s 10 X 10 Program.

 

 

 

 

Kenneth Rubin

Mr. Kenneth S (Ken) Rubin is a healthcare enterprise architect and strategist with a focus on interoperability, applied informatics, open systems, and standards.  He has served in multiple roles associated with healthcare architecture at scale, including a role as Senior Advisor on Standards and Interoperability to the Veterans Health Administration, where he is presently serving in support of advancing VA’s Digital Health Strategy.  Mr. Rubin has held government, industry, and academic roles in the healthcare sector with a focus on interoperability, large scale solutions, architecture, open systems, standards, and open-source.   
 
With over 25 years of HIT experience, Mr. Rubin has held staff and contract roles positions domestically and abroad, within both public and private sector, including the US Department of Veterans Affairs, Hewlett-Packard (formerly EDS), American College of Surgeons, American College of Emergency Physicians, NHS (UK), Interoperability Institute, and a host of other organizations.  Mr. Rubin serves on the HL7 Board of Directors,  the BPM+ Health Steering Committee, and is co-chair of HL7's Orchestration, Services and Architecture (OSA) workgroup.  He is a Fellow of HL7, and IEEE Senior Member, and a Research Associate with the University of Utah Department of Biomedical Informatics.
