Moo-sung Kim is a public health professional who has worked for 21 years to develop the health insurance system. He is the director general of the big data department of the Health Insurance Review and Assessment Service(HIRA). 

Using an advanced ICT system, HIRA sets the scope and standards of services covered by national health insurance, efficiently manages healthcare resources, and evaluates the cost and quality of healthcare services.

He is a Master of Law and studied at Kyung Hee University on the system to mediate disputes over medical errors and medical malpractice.

In 2022, He led the opening of CDM data on the healthcare utilization of 10 million COVID-19 patients in Korea.
