Leena Turpeinen is the manager of the Health and Substance Abuse Services Department at Helsinki City Social Services and Health Care Division.She is a specialist doctor of psychiatry and holds an EMBA in administration, management and integration of social and health services. Her strongest area of competence is change management. Leena Turpeinen has been working for the City of Helsinki in various management positions since 2013. The Health and Substance Abuse Services Department manages non-institutional treatment services of basic healthcare, the health guidance of adults at the health stations, outpatient clinic services for internal diseases, emergency duties and oral health care.
